Yaffe Mobility Consulting focuses on sustainable and accessible paratransit partnerships and services focused on humans service agency clients, ADA complementary paratransit and the general public.. These include fixed route transit connections. Mobility partnerships enhance access to work, support services, and activities of daily living. Mr. Yaffe writes for the National Aging and Disability Transportation Center. He oversees and coaches many of their grantees. Steve Yaffe has developed and overseen the provision of paratransit services. Riders included human service agency clients, older adults, and people with disabilities. His management perspectives include planning, budgeting, ADA-compliant operations, technology, procurement and maintenance. He has performed the same activities for fixed route local bus services. He developed a cost-allocation model for FASTRAN, a consolidated human service transportation provider. That model was added to the scheduling software. That model enables agency partner clients to share vehicles. He also developed the first paratransit blocking and pick system. The contractor’s drivers were enabled to pick regular work assignments by seniority.
These FASTRAN innovations led to:a Public Transportation Innovation award for Contract Management Team Excellence; and a citation by the FTA Administrator as she launched the United We Ride program. FASTRAN was cited as an exemplar of coordinated human service transportation.
Mr. Yaffe’s volunteer work includes: leading the Fairfax Area Long Term Care Coordinating Council’s Mobility & Transportation Committee; serving on a Center for Independent Living board (ECNV.org); assisting a community-based organization to develop and oversee an accessible neighborhood shuttle. This shuttle was funded as part of a construction project;leading the effort to fund a Transportation Research Board (TRB) project. This work culminated in TCRP Report 203 (Dialysis Transportation); co-chairing the 2019 TRB International Conference on Demand Responsive Transportation co-chairing the 2021 conference as well; serving on TRB committees and research oversight panels; and chairing the Transit Family of Services Committee. This committee reports to the International Professional Association for Transport & Health (IPATHinc.org).
Mr. Yaffe received the Virginia Transit Association’s Helen Moore Transit Professional Distinguished Service Award in 2018. The plaque notes “his outstanding public service and leadership to advance transit”.
